Japan Must Stabilize Relations with China to Effectively Hedge Against Trump
Japanese Prime Minister Sanae Takaichi seeks to balance relations with the US and China, but this undermines Japan’s Free and Open Indo-Pacific vision and may exacerbate tensions in the region. Instead, Japan should foster regional cooperation and reconsider its Indo-Pacific strategy.
Japan’s Strategic Dilemma
Japanese Prime Minister Sanae Takaichi faces a complex challenge as he seeks to appease US President Donald Trump while countering China’s influence. This approach, referred to as "Plan A+," risks undermining Japan’s vision for a Free and Open Indo-Pacific (FOIP). By prioritizing US relations over regional cooperation, Japan may inadvertently strengthen China’s position and escalate an arms race, straining ties with neighboring allies.
The Faults of ‘Plan A+’
Despite the tumultuous nature of Trump’s foreign policy, Japan remains committed to its alliance with the United States, largely out of fear of Chinese aggression. While Takaichi seeks to promote the FOIP, the contradictory nature of aligning with Trump, who has frequently dismissed key international agreements, weakens this strategy’s foundational goals. As the US adopts a more isolationist stance, Japan’s efforts to secure economic stability and defend its interests could be compromised.
Rethinking Regional Cooperation
To stabilize its position, Japan must rethink its Indo-Pacific strategy, focusing on inclusive regional cooperation. This involves deeper integration within the Regional Comprehensive Economic Partnership (RCEP), exploring pathways for China and Taiwan’s membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and fostering collaboration on maritime and climate issues. By shifting focus toward regional unity, Japan may enhance its resilience against external pressures.
