Strengthening China-Russia Energy Ties
The Power of Siberia 2 (PoS2) pipeline signals a pivotal moment in China-Russia energy relations. This project promises China a consistent gas supply while reinforcing its strategic partnership with Russia. However, lingering geopolitical uncertainties and unresolved terms have led China to approach the initiative cautiously, especially given the shifting dynamics in the global energy sector.
On September 2, 2025, Chinese President Xi Jinping, along with Russian and Mongolian leaders, formalized a legally binding agreement for the Power of Siberia 2 pipeline in Beijing. Designed to transport 50 billion cubic meters of gas annually from Russia through Mongolia, PoS2 will complement the existing Power of Siberia 1. Additionally, both Gazprom and the China National Petroleum Corporation announced expansions to PoS1 and the Far East Gas Pipeline, bolstering their energy infrastructure.
Despite its potential, PoS2 has faced challenges, including protracted negotiations over pricing and routing. Significant geopolitical shifts, especially the decline of Russian gas imports to the EU following the Ukraine invasion, have reshaped the context for this pipeline’s development. As the EU reduces its reliance on Russian energy, alternatives like PoS2 are becoming increasingly crucial for both China and Russia.
