The Beijing-Shanghai high-speed railway will open and begin operations by the end of June 2011, and the Beijing Railway Administration will simultaneously launch the telephone booking and Internet booking services, said Huang Guizhang, NPC member and president of the Beijing Railway Administration, during a group discussion at the Fourth Session of the 11th National People’s Congress on March 7.

The Beijing-Shanghai high-speed railway runs through seven provinces and cities, namely Beijing, Tianjin, Hebei, Shandong, Anhui, Jiangsu and Shanghai. It is 1,318 kilometers long and the laying of the entire line was completed in November 2010. The design speed of the railway stands at 350 kilometers per hour and it is the world’s longest high-speed railway line constructed in a single phase.

After the opening of the Beijing-Shanghai high-speed railway, the rail travel time between the two cities will be shortened from more than nine hours to about four hours.

Huang said that the Beijing railway service quality will also have profound changes along with the opening of the Beijing-Shanghai high-speed railway. Judging from the operation experience of the Beijing-Tianjin inter-city high-speed railway, passengers prefer self-service, such as vending machines.

Therefore, the Beijing-Shanghai high-speed railway will simultaneously open telephone booking and Internet booking functions, and comprehensively upgrade services of related stations.

China has generally implemented reforms in a gradualist or piecemeal fashion.

The Chinese government faces numerous economic development challenges, including:
(a) reducing its high domestic savings rate and correspondingly low domestic demand through increased corporate transfers and a strengthened social safety net;
(b) sustaining adequate job growth for tens of millions of migrants and new entrants to the work force; (c) reducing corruption and other economic crimes; and
(d) containing environmental damage and social strife related to the economy’s rapid transformation.

The government has also focused on foreign trade as a major vehicle for economic growth.

By the early 1990s these subsidies began to be eliminated, in large part due to China’s admission into the World Trade Organization (WTO) in 2001, which carried with it requirements for further economic liberalization and deregulation.

In this period the average annual growth rate stood at more than 50 percent.

In addition, implementation of some reforms was stalled by fears of social dislocation and by political opposition, but by 2007 economic changes had become so great that the Communist party added legal protection for private property rights (while preserving state ownership of all land) and passed a labor law designed to improve the protection of workers’ rights (the law was passed amid a series of police raids that freed workers engaged in forced labor).

Most of China’s large cities, like Shanghai, Tianjin, and Guangzhou, are also the country’s main ports.

For instance, offshore wind power generation, as more costly than onshore alternatives, stands to benefit from additional revenue streams facilitated by CCER transactions.

Currently, primary buyers are expected to be high-emission enterprises seeking to offset their excess emissions and companies aiming to demonstrate corporate social responsibility by contributing to environmental conservation. Eventually, the program aims to allow individuals to purchase credits to offset their carbon footprints. Unlike the mandatory national ETS, the revamped CCER scheme permits any enterprise to buy carbon credits, thereby expanding the market scope.

The Ministry of Ecology and Environment (MEE) oversees the CCER program, having assumed responsibility for climate change initiatives from the National Development and Reform Commission (NDRC) in 2018. Verification agencies and project operators are mandated to ensure transparency and accuracy in disclosing project details and carbon reduction practices.

On the second day after the launch on January 23, the first transaction in China’s voluntary carbon market saw the China National Offshore Oil Corporation (CNOOC), the country’s largest offshore oil and gas producer, purchase 250,000 tons of carbon credits to offset its emissions.

Indonesia’s Ministry of Finance released Regulation No. 172 of 2023 on transfer pricing, consolidating various guidelines. The Directorate General of Taxes focuses on compliance, expanded arm’s length principle, and substance checks. Singapore’s Budget 2024 addresses economic challenges, operational costs, and sustainability, implementing global tax reforms like the Income Inclusion Rule and Domestic Top-up Tax.


Indonesia’s Ministry of Finance (MoF) has released Regulation No. 172 of 2023 (“PMK-172”), which prevails as a unified transfer pricing guideline. PMK-172 consolidates various transfer pricing matters that were previously covered under separate regulations, including the application of the arm’s length principle, transfer pricing documentation requirements, transfer pricing adjustments, Mutual Agreement Procedure (“MAP”), and Advance Pricing Agreements (“APA”).

The Indonesian Directorate General of Taxes (DGT) has continued to focus on compliance with the ex-ante principle, the expanded scope of transactions subject to the arm’s length principle, and the reinforcement of substance checks as part of the preliminary stage, indicating the DGT’s expectation of meticulous and well-supported transfer pricing analyses conducted by taxpayers.
