Setback for the LDP in Upper House Elections
The July 2025 Upper House elections marked a considerable defeat for Japan’s ruling Liberal Democratic Party (LDP) and its coalition partner, Komeito. Although they maintained a perceived pro-China stance, criticism emerged regarding Prime Minister Shigeru Ishiba’s approach, with allegations of ‘pandering to China’ amid a backdrop of xenophobic rhetoric on social media. Meanwhile, conservative parties like Sanseito gained traction, complicating the political landscape.
A Fragile Coalition in Power
Despite the election losses, the LDP remains in power but now operates as a minority government in both the House of Councillors and the House of Representatives. This shift illustrates the party’s weakened grip on the political scene, as they failed to secure a majority even with only half of the Councillors’ seats contested. Nevertheless, the Ishiba administration continues to navigate the complexities of governance in a transformed political environment.
Ishiba’s China Policy in a Changing Landscape
Ishiba’s foreign policy largely echoes that of his predecessor, Fumio Kishida, with a commitment to fostering a ‘strategic mutually beneficial relationship’ with China. His recent meetings with Xi Jinping underpinned this focus on constructive cooperation. However, shifting global dynamics—like Donald Trump’s re-election and a more favorable view of Ishiba from Beijing—have introduced new challenges. Ishiba’s reluctance to visit the controversial Yasukuni Shrine and his admiration for figures like Kakuei Tanaka signify a delicate balancing act in Japan-China relations.
